There are a couple of reasons why this might be happening:
1) Your site is behind a password protected area. In this case it's physically impossible for the WunderCounter's search robot to find your counter code. Try moving the counter to an area which can be seen by the public.
2) Your counter/banner is on a page which is embedded in frames. To get the actual URL which the robot needs, right-click on the web page close to the counter/banner. Choose "open frame in new window". (On a Mac, just click and hold the mouse button down until a menu appears, then select "open frame in new window")
Now have a look at the address of the web page. This is the address which you need to enter to get your page approved.
